To summon the Witch Doctor into your world, you must first defeat the Queen Bee in the Underground Jungle. Once this boss is vanquished, ensure a vacant house is available; the Witch Doctor will then move in automatically. Unlike many other NPCs, his shop inventory is not determined by where he lives, but by the biome where you are standing when you speak to him. For access to his most potent wares, such as Pygmy Spears and Voodoo Dolls, ensure you are physically located within a Jungle biome during your transaction.
